Minutes of the Janesville Community Development Authority (CDA) Regular Meeting
March 17, 2010
Present: CDA Members: Duke Ellingson, George Fenn, Heidi Holden, Tom McDonald, and Russ Steeber
Absent: CDA Members: Michael Bachmeyer, and Sylvia Moore
Also present: City Staff: Jennifer Petruzzello; Others: Peter Apted and Andrea Briarmoon
The meeting was called to order by Co- Chairperson Ellingson at 5:30 p.m.
The minutes of the January 20, 2010 regular meeting and January 20, 2010 closed session were approved by
consent.
There were no questions or comments from the public regarding matters not on the agenda.
Duke Ellingson opened the public hearing on the 2009 Consolidated Annual Performance and Evaluation Report
(CAPER) at 5:31 p.m. Jennifer Petruzzello presented background information about the CAPER and discussed the
activity accomplishments for 2009. There were no comments from the public. The Public hearing was closed at
5:39 p.m.
Under the Neighborhood Services Director’s Report, Jennifer Petruzzello provided background information
regarding the City’s Buy Rehab Resell Program and a project update for the City’s current project located at 189 S.
High Street.
Petruzzello also provided information regarding the 2010 funding for the Section 8 rental assistance program. She
explained that the CDA is estimating a shortfall of funding for 2010 in the amount of $132,000. The shortfall is the
result of an increase in the per unit subsidy and an increase in leasing. Petruzzello has requested additional funding
from HUD to address this shortfall. Petruzzello explained some of the steps that have been taken administratively
to address the shortfall. She will be bringing recommendations for the CDA’s consideration at their April meeting.
There were no matters not on the agenda.
A motion was made by member McDonald seconded by Steeber to adjourn the meeting at 5:55 p.m.
