Minutes City of Janesville Historic Commission Minutes February 22, 2010 Community Development Training Room 416 18 N. Jackson St., Janesville, WI Members Present: Dan Atwood, Rich Fletcher, Tim Maahs, Janine Peterson, Susan Thompson, Kenneth Wolf; and City Staff, Brad Cantrell. Absent: Bruce Dennis Others Present: Christine Moore, Jackie Wood 1. Call to Order: Rich Fletcher, commission chair, called the meeting to order at 5:15 p.m. 2. Comments from Public: None. 3. Minutes of the February 8, 2010 regular meeting. “C”: A correction was made to the minutes to reflect the correct next meeting date of February 22, 2010. A motion was made by Dan Atwood, seconded by Tim Maahs to approve the consent agenda consisting of the corrected minutes of the February 8, 2010 regular meeting. The motion carried. 5. Discussion of Events for Preservation Month (May 2010): ? The date is May 1, 2010. Space has been reserved at the Old Towne Mall from 9:00 a.m. – 1:00 p.m. ? Commission members have followed up with potential speakers and exhibitors. Speakers will be asked to talk about 30 minutes leaving 10-15 minutes for questions. Contact status: Northrup Awning – Yes o Jason at Sherwin Williams - Yes o Downtown Design Center – Yes. Christine Moore will have a booth o Janesville Gazette story and pictures on “This Place Matters” – Tim has contacted Marcia Neleson at the o Gazette. Marcia seemed interested. Tim will follow up again. Nancy Kimball – open to further discussion on role that Saturday. Kimball’s have property and condos o downtown Rock County Historical Society – They will be discussing at the board meeting this week. The idea is to have o an event at the Tallman House or Helen Jeffris Wood Museum after the workshop closes at 1:00 p.m. that Saturday. Perhaps a roundtable of presenters from other cities. Window Design Center – still working on o Marling Lumber – Bruce Dennis is following up with this contact o Alliant Energy – open to discuss participation. Ken will follow up o Janesville Insulation – Yes for booth o Fred Harmon, windows – Yes o Al Beyers – still needs confirmation o Jim Draeger at State Historical Preservation Society – to be contacted by Ken o Ron Sutterlin – Jackie talked with him briefly and he would be interested in talking about paint. Jackie Wood o will give Dan Atwood Ron’s contact information for follow up. Ron would be good for paint colors and working with hard surfaces Imperial Builders – Dan will contact for booth set up o ? Jackie Wood stated she has Suite 3 available for presentations if we need additional rooms. She would put up historic preservation posters in the room. She also stated she may have another room that we could use as well. ? Jackie also mentioned a potential speaker/exhibitor that works with stained glass. She referred to an article in the Janesville Messenger about a gentleman who is a former Janesville student who graduated in 1969. He owns One Glass Impressions. This would be an excellent addition to the workshop. ? Another idea for a speaker would be Isthmus Architects ? Dennis Dahl of Delavan has been contacted by Ken Wolf. Dennis has done work on many historical homes in Delavan. ? The Janesville Camera Club has accepted an assignment to take pictures of historic places in Janesville. The pictures will be framed by Ravens Wish and will be exhibited at M&I Bank in downtown Janesville. ?st Tim and Jackie will meet next week to talk about a floor plan for the workshop on May 1 at the Old Towne Mall. ? Ken will check on Preservation Month posters when he talks with Jim Draeger. The goal is to have the posters put up around town before the workshop. Tim offered to pick them up in Madison. ? The idea of opening churches will be tabled for another time. 6. Discussion of Downtown Overlay District: The draft of the District Plan was mailed to Commission members and discussed at the last meeting. Bruce Dennis, Dan Atwood, and Christine Moore have agreed to serve on an ad-hoc committee to review the District Plan and report back to the Commission with proposed changes at the March 8, 2010 regular Historic Commission meeting. Part of the review will be cross checking the District Plan with the proposed Ordinance and Downtown Design Guidelines. Dan stated he will also do a rewrite of the introduction. Brad stated Tera Barnett can email the word document. There was additional discussion related to the Downtown Overlay District map and boundaries. Members agreed another review of the boundaries would be beneficial making certain the focus is on the core of the downtown and inclusion of the major historic districts. This will also be discussed at the March 8, 2010 meeting. Dan Atwood will contact Tera Barnett at the City to discuss the research she had done on other downtown overlay districts in the State of Wisconsin. The commission also discussed a timeline for the Downtown Overlay District. It was agreed that the following activities would be beneficial: 1. Review and complete the draft thth 2. Meet with the DDA and present the draft to the DDA at their April 13 or May 11 regularly scheduled meeting. 3. Meet with Downtown business owners. It was suggested that the proposed amendment to the Historic Overlay District be completed first before the commission sets meetings for adoption of the Downtown Overlay District. The Commission will discuss the timeline at the March 8, 2010 meeting. 7. Preview of Downtown Projects: None 8. Matters Not on the Agenda: Proposed Amendment to the Historic Overlay District section of the City of Janesville Zoning Ordinance prior 1. to City Council Introduction: Brad Cantrell highlighted the most recent draft of the ordinance which reflected the proposed changes from the last meeting for Section I.B. regarding architectural details. There was a minor change to the wording. Brad stated the city attorney had reviewed the document. He suggested that members of the commission thth be present at the April 5 public hearing set by the Plan Commission and the April 12 City Council Meeting. Historic Commission Members: 2. There was discussion on the status of potential members to be added to the Historic Commission. Brad stated he would check with the committee that reviews and recommends applications of individuals wishing to participate on City committees. There was additional discussion related to the skills needed and how the changes in the ordinance as well as potential establishment of a Downtown District Overlay may impact the type of expertise needed on the Commission. 9. Next Meeting: March 8, 2010 10. Adjournment: Tim Maahs motioned to adjourn the meeting at 6:30 p.m. Janine Peterson seconded the motion and the motion was carried.
