Approval of November 12, 2010 meeting minutes
Please find attached the minutes from the November 12, 2010 meeting for the committee’s review
and approval.
Selection of recommended nominees and alternate nominee for the following Boards,
Commissions and Committees
There are several upcoming vacancies for Janesville’s boards, commissions and committees. Please
find attached a fact sheet for each committee’s vacancies. Also attached are the application forms for
the individuals interested in serving. Current members eligible for re-appointment or alternate
members interested in becoming voting members are marked for your information. Individuals
interested in serving on any committee are also noted for your reference.
While the Citizens Advisory Committee on Appointments is not officially authorized to make
recommendations for nominees to the Police and Fire Commission, the City Manager has asked this
committee to provide a recommendation regarding this appointment. Please find attached a fact
sheet and application forms for this vacancy. Also attached is a letter from Leslie Brunsell, the Chair
of the Police and Fire Commission regarding the type of members that would best fit the Commission.
Following any committee discussion, staff asks the committee recommend applicants for nomination
for these vacancies. Members may make a motion to nominate an applicant; once a second is
received, a vote will be taken. A simple majority is needed (3 of 5 votes). Staff also asks the
committee choose an alternate nominee in case one of the chosen applicants declines the position.
Please note, that the issue of whether an applicant must be a resident of the City of Janesville, and
what constituted as a resident, was questioned by some applicants. In some cases the individual
owned property in the city, but did not reside within the city limits. It is the position of the City
Manager to accept the applications and allow the Commission to determine whether they are
appointed or not. Applications from individuals outside of city limits have been marked by staff.
Also staff has received multiple calls of interest regarding the meeting. Please expect that there will
be individuals in the audience during the meeting. Attached are answers to questions Mary Willmer
sent regarding questions she had received. They can be used as a guide for any questions you may
receive.

Municipal Building first floor conference room on November 12, 2009

The meeting began at approximately 2:33PM with Detert-Moriarty, Riemer, Willmer-Sheedy
and Combs present.
Approval of October 5, 2009 meeting minutes
Reimer motioned approval of the minutes. Combs seconded the motion and the vote was 4-
0-0 in favor.
Selection of recommended nominees for the following Boards, Commissions and
Committees
Ice Skating Center Advisory Committee
Following committee discussion, Reimer motioned to recommend Dane Litke to represent the
NAHL/Wisconsin Hockey Partners organization; Steven Eichman to represent the Janesville
School District; Steve Walker to represent Janesville's youth hockey organizations; Mardel
Wien to represent Janesville's figure skating clubs; Elise Erdmann and Bill DeCremer to
serve as at-large members. The motion also included Diane Runde as an alternate hockey
representative if Steve Walker is not able to accept the appointment; Kelley Kaiser as an
alternate figure skating representative if Mardel Wien is not able to accept the appointment;
and Frank Dmuchowski as an alternate at-large member if Elise Erdmann or Bill DeCremer
are not able to accept an appointment. Detert-Moriarty seconded the motion and the vote
was 4-0-0 in favor.
Action on Possible Changes to Committee Member Application Form
Following discussion of the handout provided to the committee based on questions asked
before the meeting, Combs motioned two concepts be added to the letter sent to committee
chairs at the beginning of year:

The letter should let the chairs know that they may contact any appointment committee
member to share their ideas regarding individuals that should be appointed or
attributes they would like to see represented on the committee.
?
The letter should state that if a chair knows of a city resident that would be well suited
for committee service that the chair is encouraged to invite the person to volunteer by
completing an application form and to let the citizen know to mention his or her contact
with the chair on the form.
Riemer seconded the motion and the vote was 4-0-0 in favor.

Riemer motioned to include two new questions on the application form:

SUBJECT: Questions Regarding the Committee Appointment Process
Below please see responses to questions received from Mary Willmer regarding the
appointment process. She received the below questions from members of the Library
Board, but must of the information is applicable to any interested party.
Can they attend the next meeting we have?
Yes, it is an open meeting.
Second, can they speak during the meeting and recommend people for the
committee?
While members of committees cannot recommend people during the meeting they can
contact staff and notify them any concerns they have regarding individuals up for
reappointment or the type of qualifications they are looking for to fill vacant positions.
Third, can they see the list of those applying ahead of time?
If this information is requested it can be provided to citizens. As I am new to this
process, I believe we will probably supply them with a form of the summary sheet that is
also submitted to committee members, with certain information such as the home
address of the applicant left out.
Fourth, what length of time does the applications that community members
submit to the City stay in the system?
The applications are only kept for that year as indicated on the application page.
Fifth, do you send a notification to the various committees that the Advisory
Meeting is coming up?
The meeting is publically noticed and committee members up for reappointment are
made aware that they must reapply if they wish to continue being a committee member.
Lastly, they would like to see us implement a practice that we engage in
discussion with the committees and/or have committee member attend our
meeting to provide feedback.
If a committee had a concern or wanted to attend a Citizen Advisory Committee meeting
to provide feedback, they can notify staff. Staff can then include the feedback as an
item on the agenda.

Fact Sheet for Historic Commission
Purpose
The Commission reviews National Register nominations and promotes historic
preservation awareness.
The following duties and responsibilities are taken from chapter 18.36.070 section c.ii.
titled “Powers, Duties and Responsibilities of the Historic Commission.”
The historic commission shall have and:
I. To make recommendations to the common council that certain areas be
designated as historic districts;
II. To develop an historic overlay district plan for each district designated;
III. To establish guidelines and develop criteria for construction, alteration, or
demolition of improvements within an historic district;
IV. To determine an appropriate system of markers of designated historic districts;
V. To advise and assist owners, occupants or persons in charge of improvements in
an historic district regarding physical and financial aspects of preservation,
renovation, rehabilitation and reuse;
VI. To review any applications for a certificate of appropriateness and to require the
presentation of such plans, drawings, elevations and other information as
may be reasonably necessary for such review;
VII. To grant or deny a certificate of appropriateness to any applicant;
VIII. To issue a statement of waiver when required by this section;
IX. To obtain certification of this ordinance title with the State Preservation Officer
and with the Secretary of the United States Department of the Interior, in
order to permit historic structures to qualify under this title for applicable
benefits under the Tax Reform Act of 1976;
X. To develop and implement rules of procedure for hearings and meetings
convened by the historic commission;
XI. To promote community education, interest and support for preservation and
enhancement of such historic districts.
