City of Janesville Historic Commission Minutes February 8, 2010 rd Community Development Conference Room 3 Floor 18 N. Jackson St., Janesville, WI Members Present: Dan Atwood, Bruce Dennis, Tim Maahs, Janine Peterson, Susan Thompson, Kenneth Wolf; and City Staff, Brad Cantrell. Absent: Rich Fletcher 1. Call to Order: Dan Atwood, commission vice chair, called the meeting to order at 5:15 p.m. 2. Comments from Public: None. 3. Minutes of the December 14, 2009 regular meeting. “C”: A motion was made by Susan Thompson, seconded by Bruce Dennis to approve the consent agenda consisting of the minutes of the January 25, 2010 regular meeting. The motion carried. 4. Final Review of Proposed Amendment to the Historic Overlay District section of the City of Janesville Zoning Ordinance prior to City Council Introduction: Brad Cantrell highlighted the ordinance which included the proposed changes. Brad reported a discussion with the City Attorney indicated the City Council would be obligated to consider any appeal from a homeowner related to a decision that was made by the Historic Commission. Several grammatical changes were made to the document. Brad stated the next steps include introduction of the proposed ordinance changes to the City Council at the March 8, 2010 City Council meeting. The City Council will then refer the ordinance proposal to the Plan Commission to be included on the Plan Commission agenda on March 15, 2010. The Plan Commission will then set the Public Hearing for April 5, 2010 at 6:30 p.m. in the Council Chambers. The City Council will review and take action on the proposed changes at the April 12, 2010 Council meeting. 5. Discussion of Events for Preservation Month (May 2010): ? The date is the first weekend in May ? Ken Wolf has been working on contacting the State Historic Preservation organization to ask them to speak at the workshop. ? Cliff or Wes Noble has agreed to participate again this year. ? We need to coordinate with the Rock County Historical Society regarding the potential of provision of a special tour at the Tallman House ? The Helen Jeffris Wood home is a great example of preservation – could this also be part of the tour? ? We need to work out a plan for “this place matters” – Tim Maahs will talk with Rich Fletcher about this as well as the idea of having churches participate by having tours that day. ? What about having something related to paint and color? ? Have Fred Harmon do his window restoration workshop. Susan will contact Fred ? Have a vendor or discussion about insulation ? New Ordinance Review ? Energy Audit – Ken will check into this. ? Window Design (if not able to restore or if the original window materials have been replaced) ? Discussion of Downtown Overlay District: Brad highlighted the Downtown Overlay District Plan document that was last created in May 2008. The map in the proposed plan highlights the identified Historic District. It was agreed to have a couple of people from the Commission work with Christine Moore on updating the plan to incorporate the new Downtown Design Guidelines and proposed ordinance for the Historic Overlay District as enhancements. Dan Atwood and Bruce Dennis agreed to work with Christine on the document. Brad stated that the City Council will be the governing body to enact the ordinance with boundaries as well as adopting the District Plan. Brad had a copy of the Courthouse Hill District Plan for members to use as a guideline if necessary. He also stated that the can put together a list of key buildings within the proposed district. He also noted that we have had survey data that determines whether the building is contributing or non-contributing to the district for buildings within the boundaries but not for those outside the boundaries. He will be in touch with Judy Adler regarding any data for those buildings outside. An example is the gas station. 7. Preview of Downtown Projects: None 8. Matters Not on the Agenda: None 9.
