III. PUBLIC COMMENT
Allison A. Rollette, 976 Industrial Court – Addressed the Committee regarding
her proposed Chicken Ordinance that she hopes to bring before the City Council
for review at a future meeting. Ms. Rollette provided the Committee with a copy
of her proposal.
IV. NEW BUSINESS
1.
Study Session Proposal with City Council, City Administrative Staff and
Sustainable Janesville Committee Members topics, “Sustainable Janesville
Committee’s Future Expectations, Guidelines and Objectives”
Chairperson Mills discussed the idea of having a joint study session with the
Sustainable Janesville Committee and the City Council. Mills indicated that
the idea came out of a conversation he had with the City Manager. The
Committee expressed their support of this idea. Scheduling of the joint study
session will be decided at a future meeting.
V. OLD BUSINESS
1.
Presenter Tim Lizotte, Area Wildlife Supervisor Wisconsin Department of
Natural Resources
Tim Lizotte of WisDNR presented the DNR’s recommendation for landfilling
deer carcasses at the Janesville Municipal Landfill. Mr. Lizotte was joined by
Adam Hogan of WisDNR, Davin Lopez of WisDNR, and Dr. Joel Pederson
from the University of Wisconsin.

Discussion and Recommendation on Disposal of Deer Carcasses in City
Landfill
After a lengthy discussion amongst Committee members and DNR
representatives, Chairperson Mills made a motion, seconded by Committee
member Backenkeller that: “The Sustainable Janesville Committee
recommends the City of Janesville landfill shall not accept untested deer from
the CWD Management Zone or deer testing positive for CWD as part of the
CWD Operation. And the users of the City of Janesville Landfill shall not
knowingly bring untested deer carcasses from the CWD Management Zone
or deer testing positive for CWD to the landfill for disposal.”
Mr. Lopez indicated that this may not be a viable approach because; not all
deer at tested for CWD, there are additional costs to the private hunter to
have a deer tested ($75-$90), and it can take up to a month before results
from a CWD test to be received, and therefore the hunter would have to
somehow store/preserve the carcass pending the test results.
Councilmember Perrotto and Committee Member Swanson expressed their
concerns with this motion and indicated that they would not be supporting the
motion.
The motion failed on a 3-4-0 vote.
Committee member Swanson made a motion seconded by Committee
Member Hyzer to “Move that the Sustainable Janesville Committee
recommends to the City Council that they authorize the City Manager to enter
into the proposed indemnification agreement with Wisconsin DNR, and that
the City Landfill be required to operate in compliance with the WisDNR
indemnification agreement, and further direct the City Manager to review the
City’s position on accepting deer carcasses on an annual basis and make an
annual recommendation to the City Council.”
Committee member Udell asked that the motion be amended to include a
provision that the indemnification be approved by the City Attorney. Hulick
indicated that the indemnification agreement had already been approved by
the City Attorney. Udell withdrew here amendment.
Committee member Backenkeller asked for a friendly amendment to amend
the motion to: require a fee that would cover the cost of disposal of deer
carcasses in the landfill, that the carcasses only be accepted from a
localized, defined geographical boundary, and that the City of Janesville
implement a procedure to track where the deer carcass originated at through
the deer tag number. Adam Hogan, of the DNR, indicated that tracking the
location of the deer’s origin would be difficult and that the Committee should
consult with City staff regarding the additional staff time and burden it would
place on landfill staff to institute such a policy. The friendly amendment failed
for lack of a second.
The original motion passed on a 4-3-0 vote with Committee Members
Swanson, Hyzer, and Udell and Councilmember Perrotto in support and
Committee members Mills, Backenkeller and Cunningham opposed.
VI. CITY STAFF UPDATE
Hulick provided an update to the Committee regarding the City’s 25x25 Grant
Application and the City’s Green Team effort.
VII. CITY COUNCIL UPDATE
Councilmember Perrotto provided the Committee an update of City Council items
including the City’s budget adoption and landfill issues. Perrotto also indicated
that the Committee was on the 12/14 agenda to discuss their Recycle Away
From Home (RAH) proposal.
