SUBJECT: Agenda Item #4 - Public hearing on 5 Year Consolidated Plan for City of
Janesville Community Development Block Grant Program and Rock
County Consortium HOME Investment Partnership Program.
Background:
The CDA and the Consolidated Plan Steering Committee have been working to draft the 5-
Year Consolidated Plan, which outlines the general housing community development
needs and strategies to fill those needs. The CDA has approved an extensive citizen
participation process, which includes the creation of the Steering Committee, focus groups,
open houses and public hearings.
The first Open House and Public Hearing will be held on September 16, 2009. At this time,
information will be shared on the data that has been gathered to date, the priorities that
were identified through the focus group process, and the highest priority items that have
been identified by the CDA.
It is hoped that additional information and input will be shared to ensure that the
Consolidated Plan is truly reflective of Janesville and the HOME Consortium priorities.
A copy of an invitation to participate in the Open House is attached. This invitation was
distributed to individuals and agencies who were invited to participate in the focus groups,
as well as representatives from private low income housing developments. The public
hearing was noticed in the Janesville Gazette and the Janesville Messenger.
A copy of the ‘draft’ plan is also attached. This is an unofficial draft, meaning that any input
received during the Open House and Public Hearing will be incorporated prior to the City
making an official draft available for the HUD required review period. A second Open
House and Public Hearing will be held on October 14, 2009.
Recommendation:
Staff recommends that the CDA hold the public hearing on the Consolidated Plan to seek
input into the Plan’s development. Staff recommends that the CDA provide guidance and
feedback regarding comments received, as appropriate.
