Minutes of the Janesville Community Development Authority (CDA) Regular Meeting
August 19, 2009
Present: CDA Members: Michael Bachmeyer, Duke Ellingson, Jana Vegge, Sylvia Moore, George Fenn, Russ Steeber, Tom McDonald

The minutes of the regular meetings held on June 17, 2009 and July 15, 2009 were approved by consent.
Under Questions and Comments from the Public on Matters Not on the Agenda, Andreah Briarmoon, 339 S. Locust, appeared to
speak to the CDA regarding the Case Feed Building. Ms. Andreah Briarmoon spoke to the CDA regarding the Consolidated Planning
Process, Section 8 Program and Section 8 Homeownership Program.
Petruzzello presented agenda item 5 where members were asked to identify CDBG/HOME Program goals and priorities that had
previously been identified by the Consolidated Plan Focus Groups and to identify 3-4 housing priorities and 3-4 public service
priorities. The goals/priorities set by the CDA will be incorporated into the 2010 Consolidated Plan. Each member outlined their top
4 goals/priorities. A motion was made by member Steeber seconded by Ellingson that the goals/priorities be limited to 3 with those
goals/priorities in the Housing category being (1) Creating affordable, quality, housing stock for LMI, (2) Improve existing housing
Stock, and (3) Increased Homeownership opportunities; in the Public Service category (1) Healthcare, (2) Job training or employment
services, and (3) Rent assistance. The motion passed with members Vegge & Moore opposing.
Petruzzello provided a staff report regarding a request from Applicant (09-124) to exceed the loan maximum for a housing rehab
project. The applicants were available to answer questions from CDA members. Fenn inquired if the project estimates are within the
proposed loan limits. Zwieg indicated the project could be completed within the proposed loan amount of $96,000. A motion was
made by Ellingson, seconded by Bachmeyer to approve their request. The motion passed unanimously.
Petruzzello provided a staff report regarding the Section 8 Five-Year Plan. The Plan must be presented to the public via a public
hearing. After brief discussion, a motion was made by Steeber, seconded by Fenn to set the public hearing on the Plan for the
regular CDA meeting on October 21, 2009.
Petruzzello provided a staff report regarding a revision to the Home Improvement Program for lead projects exceeding $25,000. The
revision was made upon suggestion of HUD staff. A motion was made by Steeber, seconded by Bachmeyer to approve the revision.
The motion passed with member Vegge abstaining.
The client invited to attend the meeting did not appear. Clark indicated they had made a payment to their loan account and staff
would be following up with them to continue to monitor their payments.
Clark presented the Second Quarter Collections Report to the CDA.
Petruzzello indicated that an open house event is to be held on September 16, 2009 at 5 p.m., which is designed to allow public
input on the Consolidated Planning Process. She also indicated that the regular September meeting would begin at 6:30 p.m.
Petruzzello provided the CDA with a progress update on several Home Improvement Program projects.
Petruzzello indicated to the CDA that a Special Meeting would be held on September 23, 2009 to determine sub-recipient awards for
CDBG & HOME funding.
Petruzzello provided information regarding the rate of homeownership in Janesville that member Fenn had previously requested.
Under matters not on the agenda, member Vegge announced that she is resigning from the CDA and this was her last meeting.
As there was no further business, a motion to adjourn the meeting and convene into closed session was made by Steeber, seconded
by Ellingson. The motion passed unanimously.
The meeting was adjourned to closed session at 6:34 p.m.
