1) Call to Order:
Rich Fletcher, commission chair, called the meeting to order at 5:15 p.m.
2) Comments from Public:
None.
3) Minutes of the June 8, 2009 regular meeting. “C”:
A motion was made by Dan Atwood and seconded by Susan
Thompson to approve the consent agenda consisting of the August 10, 2009 regular meeting minutes. The motion
carried.
Review of Certificate of Appropriateness 2009-04, 202 Jackman Street:
4) Jim Terrill spoke to the commission
about the project. As the contractor, Jim stated the existing wood fence was rotted. The project would replace the
existing fence with a 6 ft, overlapping board fence as noted in the drawing in the application. Jim stated the lilacs
would be saved as much as they could and the evergreens on the south side of the property would be trimmed back.
Material would be treated wood then painted in the spring. A motion was made by Ken Wolf and seconded by Susan
Thompson that the plans submitted comply with the criteria for a Certificate of Appropriateness and therefore would
be approved. The motion was carried.
Discussion of Bostwick Avenue and Jefferson Avenue Historic District Certificate Presentation:
5) Some of the

certificates will be handed out at the Rock County Historical Society Gala on August 30. Members agreed it would
be nice to have some kind of an event and leaders in the neighborhood should be contacted. Brad Cantrell stated he
would contact Tim Maahs to talk with the neighbors and move forward on planning an event.
Review of Downtown Design Guidelines:

Matters Not on the Agenda:

a. Dan Atwood will pick up the Historic Commission boards for Tour Central of the Historic House Tour.
b. Several handouts were distributed to the members regarding fiber-reinforced cement siding materials and
windows.
c. The Historic Commission 2008-2009 annual report will be presented to the City Council.
d. A brochure of the National Preservation Instit 2009-2010 professional seminars was handed out.
e. Rich stated Beloit Heritage Days will have historic walking tours September 12-13. Details can be found on
the Beloit Chamber’s website.
