1.MID-BLOCK SIGNALS ON S. JACKSON STREET (GENERAL MOTORS)
AND W. DELAVAN DRIVE (GILMAN)
Within the past few years, traffic signals were removed at the following
locations after a warrant study, Transportation Committee review, and Council
approval:

S. Franklin St. & W. Racine St.

E. Milwaukee St. & Parker Pl.

W. Milwaukee St. & N. Franklin St.
?
E. Court St. & Water St.
In August, 2008, the former Director of Public Works and former City Manager
were considering options to reduce the operating budget. As indicated on
Attachment No. 13, one of those options was to review whether additional
traffic signals could be removed. We are in the process of conducting warrant
studies at the locations listed on Attachment #13 with the intent on bringing
the studies and recommendations forward to the Committee at the August
meeting.
We have been receiving various inquiry calls regarding this topic since it was
first publicized last fall. Two of the signal locations being considered for
removal are non-intersection signals (mid-block) with vacant activity on the
crosswalk/driveway legs. The two locations, 1) S. Jackson St. between State
and Elliott, and 2) W. Delavan Dr. between Jackson and Beloit are shown on
Attachment No. 12. Several contacts have questioned why these two signals
are still functioning with no activity on the cross legs.

Committee concurrence on a proposal to deactivate the mid-block traffic signals on
S. Jackson St. at the General Motors parking lot driveway and W. Delavan Dr. near
the former Gilman building. Consideration for complete removal will be brought
forward with the study group of signal locations at the August meeting.
