Minutes 12-01-2008 Record of Citizen Advisory Committee on Appointments December 1, 2008 Approved 2/9/2009 Page 1 Meeting of the City of Janesville Citizen Advisory Committee on Appointments held in the Municipal Building Room 416 on December 1, 2008 at 8:30AM Committee Members Present: Judith Detert-Moriarty, Shena Kohler (partial), David Riemer, Larry Squire, Mary Willmer-Sheedy and Ron Combs (alternate) Staff Present: Rebecca Smith Agenda Items Roll Call The meeting began at 8:34AM with Detert-Moriarty, Riemer, Squire, Willmer-Sheedy and Combs present. Introductions Smith thanked the members for volunteering to serve and the members introduced themselves to the group. Kohler arrived at 8:38AM. Overview of Citizens Advisory Committee on Appointments Smith provided a brief overview of the purpose of the committee. The City Council established this committee in September 2008 to recommend to the City Manager and Council President citizen nominees to municipal standing committees, commissions and boards. Selection of Committee Chair The Committee needed to choose a Committee Chair. The duties of the chair include calling and facilitating the meeting. Following committee discussion, Willmer-Sheedy motioned Kohler to serve as Committee Chair. Squire seconded the motion and the vote was 5-0-0 in favor. Selection of recommended nominees and alternate nominee for Sustainable Janesville Committee There are currently two vacancies on the Sustainable Janesville Committee. Following committee discussion and a voting exercise to determine the recommended citizens, Willmer-Sheedy motioned Douglas Marklein and Ron Noe to serve on the Sustainable Janesville Committee as voting members; Kevin Bishop as the Appointment Committee’s first choice alternate in case of an additional vacancy; and Neale Thompson as the Appointment Committee’s second choice alternate in case of an additional vacancy. Detert-Moriarty seconded the motion and the vote was 5-0-0 in favor. The Appointment Committee chose to determine first and second choice alternates in case one of the chosen applicants declines the position or if there is an unexpected vacancy before the Committee’s next meeting. Record of Citizen Advisory Committee on Appointments December 1, 2008 Approved 2/9/2009 Page 2 Smith shared that in January 2009 the City Council will examine the composition of the Sustainable Janesville Committee based on comments from Councilmember and Sustainable Janesville Committee member Thomas McDonald at a recent council meeting. Specifically, the Council will discuss the possibility of reducing the committee size from nine to seven voting members. If the Council chooses to reduce the committee size, the nomination recommendations of the Appointment Committee may not be needed because the Sustainable Janesville Committee already has seven voting members. Date for Next Meeting Smith shared with the group that the next meeting will likely be in late February 2009/early March 2009. At this meeting, the committee will choose applicants for several of the City’s committees to replace volunteers whose terms are ending in April 2009 or volunteers who have chosen to end their service. Matters Not on the Agenda Detert-Moriarty asked that more information be provided about the citizens that are volunteering to serve on a committee. Through consensus, the Committee asked staff to separate the volunteer application question “Do you have any previous experience, special qualifications or technical training that would be relevant to the committee of your interest?” into three questions. The questions will be: ? “Do you have any previous experience (including service on any city or county committee or volunteer experiences) that would be relevant to the committee of your interest?” ? “Do you have any special qualifications that would be relevant to the committee of your interest?” and ? “Do you have any technical training that would be relevant to the committee of your interest?” The meeting was adjourned at approximately 9:15AM.
