CITY OF JANESVILLE CABLE ADVISORY COMMITTEE MINUTES NOVEMBER 17, 2008 4:15-5:15 P.M. Members present: Brett Wait, Pat Thom, Kirk Swenson, Dave Haldiman, Renee Dommershausen and Yuri Rashkin. Mike Collins was absent. Staff: Duane Brewer and Judi Kneece. Hedberg Library Director Bryan McCormick was also present. Brett Wait, Committee Chair, called the meeting to order. The minutes of the September 15, 2008 meeting were approved. A brief financial report was presented regarding year-end projections for 2008. Third quarter payments from Charter have not been received. It is anticipated that an additional $2,000 will come from reserves to balance the budget in 2008. Income from the franchise and PEG fee will be less than budgeted for this year. Staff report: The transition for JATV viewers from channel 12 to channel 98 and 994 appears to have created very few problems. One big downside, those viewers who channel surf on the lower tier of broadcast stations will no longer happen upon programs being broadcast on 12. The League of Women Voters asked the City Council if a forum for the First Congressional District primary could be broadcast from the Council chamber. Based on legal interpretations by City Attorney Wald Klimczyk, the request was denied. Council President Amy Loasching asked the administration to identify other possible sights for a second cable connection for live broadcasts of community events. The Senior Center has been identified as a sight at a cost of $76,000. Due to the high cost of the project, uncertainty of the number of users and limited JATV staff time, the administration and JATV staff did not recommend equipping another municipal facility. A memorandum has been prepared for the council for their consideration. State Senator Judy Robson commented to Judi Kneece that she really enjoys watching JATV in Beloit on Charter’s digital lineup. With the cable lineup changes this fall, digital customers can watch area public access stations. AT&T is beginning to contact local access stations in some areas of the state regarding their U- verse system for video programming. Based on information from the WI Association of Public Access Stations (WAPC), the equipment cost for local channels to accommodate AT&T’s system is $10-12,000. There will be more information on this topic early in 2009. JATV staff and volunteers produced 32 new programs in the past two months including the City of Janesville Southside neighborhood listening session and the First Congressional District Candidate Forum for the November election. The 2009 City Council budget study session on October 29 generated no questions from council members regarding the JATV budget. Approval of the 2009 city, library and JATV budgets has been rescheduled for November 24. Committee member Kirk Swenson was recognized for his two terms on the Cable Advisory Committee. He will be relocating December 1 to Fort Wayne Indiana to work at the GM plant. Kirk started as a volunteer for JATV before he served on the committee. He was also a member of the Friends of JATV. His support for local community television as well as the production of programming for JATV since November 1999 have been greatly appreciated. Under matters not on the agenda, Yuri Rashkin suggested that City Council study sessions be broadcast on JATV. Judi Kneece will meet with Yuri to discuss the idea further.
