Library Board policy #A.201 Borrowing Privileges says those eligible to borrow
materials include:
2. Out of state residents may obtain a fee card. Fee cards are valid for one year and
entitle patrons to full borrowing privileges at HPL.
Patrons who request a fee card must pay the amount set annually by the Board. Fee
cards are available for a three-month time period for a fraction of the annual cost, set
by the board at the same time. The fee takes into consideration HPL's average cost
per capita which is calculated by dividing HPL's current annual budget, including
debt service, by the number of people in the city (using the most recent State of
Wisconsin population figures). The cost is rounded up to the nearest five-dollar
increment.
For 2009, the calculations are as follows:
2009 budget including debt service = $4,017,852
Janesville population, Dec. 2008 (State of Wisconsin DOA website = 63,540)
Cost per capita = $63.23
I recommend HPL charge $65 for the full year 2009, or $25 per quarter (any 3 months).
This is the same amount charged in 2006, 2007 and 2008.
