We, the undersigned, are the Ol\i"L Y (4) property owners who live on Kenwood
Avenue where under item #16 of the new sidewalk program a 594 foot sidewalk is being
proposed to be installed from W. Huron Drive to S. Pontiac on Kenwood Avenue.
Weare all in agreement ,vith the city's bold new sidewalk program and with the
benefits most new installations would bring to the city's citizens. But we all are greatly
concerned that the proposed sidewalk, which correctly has never been proposed by any
past city administrations, vv-ill present a new safety hazard at the intersection ofKenv\'ood
& Pontiac drives.
Most of us have lived on Kenwood Avenue in excess of 35 years and have watched all
of our children walk safely to l\.fonroe School- without a sidewalk on Kenwood Avenue.
Our children have always been instructed (by us and h<j Monroe school) to cross from the
east side of Pontiac Drive to the west side of the street at the school crosswalks (where
there is a 15 mph school zone & a crossing guard) or to remain on the east side of the
street, walk dovi7l1 the Pontiac hill to Ruger Avenue and then cross safely at the stop-
signed intersection. "With the installation of a new sidewalk on Kenwood Avenue we
believe that children 'will now be tempted to cross Pontiac Drive from east to west to the
new "target" sidewalk at the Pontiac J Kenwood intersection - quite possibly without
seeing any of the traffic coming up Pontiac bill - causing a safety hazard.
\"1 e believe that even if the city extends the 15 mph school zone all the way to Ruger it
would be largely ignored since the school is actually not in site at the POontiacIKenwood
intersection and signal lights or a crossing guard may also be of limited help at the top of
a bill intersection. NOone of us Kenwood Avenue property owners want to be the unlucky
person who someday may have to call 911 to request help at the KenwoodJPontiac
intersection!
Our secondary concern even though not as important as our safety concern but probably
more disturbing is COST!! Does the City of Janesville have the indiscriminate legal
right and even if it has why would the city impose a huge $4500.00 on (4) longtime, tax:-
paying, property owners none of whom want the sidewalk installed?
What are the compelling reasons that a sidewalk must now suddenly be installed - after
40 years of not having a sidewalk: at this location?
Can our properties be "grandfathered"?
Doesn't it make good policy (common sense) to install sidewalks when requested by
property Q'i"T,rners rather than when dictated by the city?
Again, we believe that this sidewalk has not ever been proposed by past administrations
because they also did not want to recommend an unsafe condition. We are all available to
give you more input if deemed necessary. We would appreciate if you would take the
time to take a second look at your proposal, reconsider it, and not install the sidewalk.
We would also appreciate your reply prior to the I\1ay 29fu bearing and any suggestions as
how to present our "concerns" successfully at this bearing,

Concerns against the installation of sidewalks on Crestview;
1. Crestview is on a hill (causing slope to walks).
(Hazard to children on bikes, danger to pedestrians.
2. Lack of traffic on street.
3. Lack of pedestrian traffic on street.
4. Elderly people who reside here, will cause hardship
of cost and upkeep.
5. Loss of property value (Due to loss of yard).
6. The overall cost is a definite hardship to all the
residents on the block.
7. Reduction of selling points to potential buyers,
(cutting of lot, and loss of privacy).
8. Raising of property taxes.
9. Homeowners insurance premiums will rise because of
liability.
10. Crestview is only 1 city block long. There are' -lb.
houses.~ _ The main traffic utiliz~s
South Chatham(North and South) and Joliet (East and West).
The main users of Crestview Street are the people who
reside there.
11. We will lose 13-15 feet of driveway of an already
short footage. (Those of us that have 2 or more
vehicles will have to block the "sidewalk".
12. 15 foot and 4 inches of yard space will be lost.
13. The final thought on this very important list is;
"The past 20-30 years that we have lived on this street,
there hasnlt been an accident, or no one has been injured.
" We don1t need sidewalks. " they will prove to be useless
pieces of concrete".

"lVe are wTiting in regards to your letter dated Apli125, 2007 regarding the proposed sidewalk
construction. "lVe wish to express our extreme disapproval of this proposed construction.
"lVe find no acceptable reason for the construction of new sidewalks on Crestview Street. Our street has
minimal pedestrian and vehicle traffic. There is no need for the construction of a separate pedestrian
walkivay. In fact we find the lack of pedestrian traffic as a plus. "lVe recently moved to Crestview Street
and we saw the lack of sidewallcs and the associated pedestrian traffic as a benefit to living here.
Safety is important to us, especially as expecting parents. ,Ve feel very confident in the CUTTent
conditions of Crestview Street. 'Ve look fOlward to utilizing our front law-nletting our cbildren play
with complete confidence in their safety. 'Ve believe that keeping our children safe is done via proper
teaching and teaching of 11lles a constant supervision. The City of J anesville does not need to install
sidewalks to keep our children safe, that is the parents job.
The destruction of our property and the associated financial burden on both us and the city cannot be
justified. These sidewalks are unwanted and unnecessary.

Hy husband and I have lived on our lovely street(Crestview),
for almost 24 years. We have raised our two sons here. Our
grandsons have enjoyed our yard and the neighborhood. WE
love our privacy and sanctuary.
Now after all these years you want to rip out our lawns,
kill our bushes and chop our trees down and shorten our
driveways and cause a hazard to all concerned.
If you think about the total chaos in the world today,
and of all the difficult decisions we have to make:
We will make this an easy decision, Keep our

necessary. They have been absent for our

Weare writing this I etter to appeal the decision to put si dewalks in on Crestview Street on the
south side of J anesville. As lifelong residents of J anesville, and the Q"wners of the property at 1617
Crestview Street for the past 13 years, we believe we have some very strong points to appeal this decision.
My first point is why sidewalks after 30 years?????? Especially on a street that basically has no
rhyme or reason for pedestrian or vehicle traffic, and doe!s not have that traffic, except for the residents that
live on Crestview Street!!!!
Also, how does the counsel decide who gets sidewalks and who do not? "When you have to have
sidewal1cs and when you do not?? Most east to west streets from Crestview all the way to Van Buren
Elementary school, does not have sidewalks, and are not stated to have sidewalks put in! The main streets
are the only ones with sidewalks. This doeS not make sense to me.
In the Janesville Gazette the other day, there was someone talldng about how it is hard to drive by
Craig High School before or after school because of all the kids walking in the streets, but those streets are
not even on the list to have sidewalks!!!!!!!! Crestview Street is by a school but has no reason for kids to
walle on because it is cut off and is only a block long. This just is not making any sense. As to our
lrnowledge no one has ever complained about no sidewalks. We as residents of this street feel that this Viill
just provide hangouts for kids, and cause problems, because the street leads to no 'where.
Our children grew up here and played in the street at times and there were never any problems
because the only people that use this street are the people that live on , or visit. They also, went to Van
Buren, and Edison, without any problems getting to and from school.
With cost of living, taxes, gas prices, college tuitions, and referendums being said to pass that we
voted no for, and 'with our property ta.x assessments due to rise because of said such sidevi'alks, we have no
money to pay for these stated sidewalks.
Also, living in a state where the Governor who;.only goal is to make \Visconsin one of the most
taxed states in the country, and a county that just raised our sales tax how do you people expect us to take
this lightly, because we just can!: afford this.
With us, we are finding it very hard to pay for our son to go to college, and raise our children and
lrnow we cannot afford this, HOW do you ex-pect the retired and older people who live on our street, who
live on fixed incomes to pay for these sidewalks.
Due to 30+ years ,,,ith no sidewalks trees and landscaping has been put in our yards and has
improved the look of our great quiet neighborhood. To put sidewalks in many tree roots ,~ill have to be cut
and many of these trees will die and have to be removed, which will even put a higher cost on these
sidewalks. This makes no sense with all the tallc about the environment and green house effect, for a city
that is willing to lose all this green space for sidewalks on a street that will serve no purpose makes me at a
loss for words. This does not say much for our City.
Also, this street has houses that was Dot platted for sidewalks, and where the sidewalks would have
to go they would run very close to our houses and deny us our privacy.
We would li1ce to thank you for taking the time to consider our appeal points, and leave you with
one last thought we feel you should consider very strongly. Every year you go waugh this same process,
with people not thinking it is fair because some do and some do not Well this is the way we see it. You
have decided all new construction in the city have sidewalks. The nex."! step is simple, either leave things
the way they are for eyeryone, unless not having a sidewallc is a PROVEN danger, or give everyone living
vvithin the city limit's the same solution. Set a date, example a five year dead line, that every property
",ithin the city limits have sidewalks. This will include eyery square inch. This would be f-air to everyone
and no one Viill have the right to complain. You should not pick and chose each year, this waste a lot of
time and money that couldbe ,veil spent else where. If the deadline Vi'as the same for everyone with no
exemptions that would put an end to all of this.

Dear Sir or Madam:
We are writing in regards about the decision to add slde\ll'alks onto both sides of Crestview St. Let
us start out by saying, that we strongly oppDse the idea. These houses have been here for 30+
years, and never once has there been a need fDr sidewalks, so why start now?
To begin with, adding sidewalks would not only be a burden on the city, but it wDuld also be a
financial burden to the residents of this street. Adding sidewalks would merely be a waste of time,
considering that Dur street is not a full street, but just one block in length which ends at cross roads.
We have been here for eight years now and never once have we found the need for sidewalks. Also
there have been no supporting studies to prove that sidewalks are even necessary, Crestview St. is
not an acttve street, there is minimal traffic, and since it will eventually take YDU nDwhere, people
choose not to walk Dn it. Our street is rarely used, nDt only is it off the beaten path, but it is also
located on a very steep hill. Crestview St., being as it is a hill is a very dangerous place for children
tD play; by adding sidewalks, it would make way for more children tD ride their bikes and skateboard
up af1d down the street, which could inadvertentry end up with one or more children running intD on
coming traffic.
It is not just the danger that sidewalks would add, but adding s~dewalks wDuld also be a thDrn in
this neighbDrhood's side. Parking would become more of a hassle, because most driveways would
be losing 15'.4" of driveway. By adding sidewalks lnto that space, homeowners wDuld have the
problem of parking over the sidewalks. This inadvertently would cause pedestrians tD have to walk
on the street every time they came upon to a driveway. This would most likely anger several
walkers and could inevitably damage some vehicles.
What about the weel,ends when many people want to go out and have fun? If it is nDt hard enough

have a camper, boat and two trucks in a driveway and by adding sidewalks would make it even
harder. Another issue that residents of Crestview St. have is in the winter months, when we get
several inches if not feet Df snow, how are we to park at! of our vehicles in one driveway so that the
plows can come through. The plows wouldn't be able tD dD their jobs properly by plowing the
streets, if we the residents are unable tD do our jDb and keep the sidewa~k.s clean from snow and
vehicles.
We are not just worried abDut a space issue, but adding side'walks would cause great discDmfDrt
tD many peDple. As the majority of hDuses are buHt the same, we all have large \l\findows in the front
of our houses; by adding sidewalks, people passing by could easHy look into our hDmes. Adding
sidewalks wDuld most likely raise our hDme owners insurance, because we would be liable for any
injuries that occurred on the sidewalks in frDnt of our hDmes. NDt tD mention property taxes would
go up, and the selling value from our front yards wDuld decrease,

Living on Curry lane m Janesville, I feel a sidewalk would be of use for people
walking along Curry Lane. However, I feel that a sidewalk only on one side of the
street would be adequate. Presently, the number of people walking along Curry Lane IS
relatively low. Also, the car traffic IS relatively low because many drivers, including
myself, take Greenwood over to Hwy 14, instead of trying to turn left on Wright Road.
In short, I think a sidewalk on one side of Curry Lane will handle most if not all of the
walking traffic. If you go with a sidewalk on one side and there IS still a need in the
future, then go allead and put 111 another sidewalk. But from what I see, there will not

Thank you for your input on the City's proposed sidewalk program. Your note (below) will be
included in the packet of information the City Council receives for the May 29 public hearing at
which the new sidewalk program will be decided, Upon receiving the packet, the City Council will
be able to review and take into consideration your suggestion for placing sidewalk on only one
side of Curry Lane, To give you some background information, our Comprehensive sidewalk plan
and map that was developed several years ago calls for sidewalk on both sides of Morningside
Drive/Curry Lane between Randolph Road and Wright Road due to its designation as a local
collector street. City staff included the Curry Lane section on this year's program to fill in a
sidewalk gap in this area and because it is close to an elementary school, church, and bike trail.
I also remember speaking to you at the Sidewalk Informational meeting. I believe you showed
me a picture of a large pine tree you have in your front yard, and we discussed your concerns
about what will happen to the tree if the City Council approves sidewalk to be built on Curry Lane.
If I did not adequately address your concerns on either of the concerns you have brought forward,

I am unable to attend the hearing for the property owners to discuss the proposed
sidewalk program, resolution 2007-392. I would like to voice my lack of support for
your project.
Issue 1: I live on Amhurst Road and I do not think we are in need of sidewalks.
Sidewalks are mainly for pedestrian safety. Now that Amhurst is a cul-de-sac, there is
very little traffic on the street and very few pedestrians. Motorist and pedestrians would
only be on Amhurst if they lived in the neighborhood. Therefore, the traffic is slow and
uneventful and the residents are respectful. Plus there are no small children in the
neighborhood.
Issue 2: The city has not felt a need to construct curb and gutter on sections of Amhurst
so sidewalks seems pointless.
Issue 3: The cost of the sidewalks would be too burdensome for me. I live on a comer
and the cost can not be justified in my mind for benefit received. I also have arthritis and
can not manage the snow removal either. I can not believe that the first notice of this
proposal was shared less than a month ago. I would need to save for an expenditure of
this magnitude. I have saved and planned to have my roof and window replaced this
year. I did not plan for sidewalks. I believe in saving for expenses instead of going into
debt.
Issue 4: With sidewalks, our properties will take on an unappealing urban look and feel.
There would be trees and landscaping that would need to be removed that will detract
from the look of the neighborhood.
I hope you will consider the concerns of the residents and will choose not to aDDrove the
installation of sidewalks on Amhurst.

Dear Jack:
I am surprised and very pleased to learn of the City's plans to ex""tend the sidewalk
program. I am particularly pleased to hear of me plans to fill in the gaps in
neighborhoods that have had sidewalks for a long time.
As you can see from my address, I live in one such neighborhood. My husband and I
have lived on Campus Lane for 20 years. VVben we moved here, our younger daughter
,vas still a toddler who we took out frequently for stroller rides. But we weren't able to
take a simple walk around our own block due to the absence of a sidewalk along the
north side of Ruger Ave. Since then we have had two dogs. Again, no walk around the
block with the dogs.
The side,valks in our neighborhood are well used. Just this past Tuesday night, I was in
a conversation with a visitor while sitting next to my living room vl'indow. It was hard
not to be distracted by all the neighbors and dogs passing by. In the mornings and the
later afternoons, Craig students use these sidewalks to get to school.
I strongly believe that sidewalks add a friendly ambience to our residential areas and play
a role in creating a "'psychology of connectivitY' that we can no longer take for granted in
our neighborhoods. On a more pragmatic level, they meet the real needs ofv,ralkers,
whether those walkers are recreational or "commuters" traveling to or from school or
work (One of our neighbors has walked to work for many years.)
But the most important issue here, it seems to me is that sidewalks provide a vital safety
buffer bet\veen the street and living beings. The lack of a sidewalk on the north block of
Ruger near Campus creates, quite simply, a safety hazard. If I want to continue walking
on a sidewalk: at that juncture, or at the intersection of Harmony and Ruger, I have to
cross, what is quite frequently a very busy s.treet that has a host of other safety hazards
",vorking against it.
Between Harmony and Campus Lane the Ruger traffic is heavy with cars going to Craig
and to the dm",ntown. The cars speed in both directions. The me-line ofibe hill just east
of Campus Lane limits visibility. In the spring and summer, the Craig athletic fields are
used for Vfu-iOUS baseball, softball and tennis games, bringing lots of traffic, parked cars
and people to the area. This further limits visibility and ramps up the odds of an accident.
There is a bare bOones crosswalk that is not well-marked or situated. (The lack of parking
fDr the parents of the players using the Craig fields is another issue.)
The la.ck of sidewalk Dn this one block of Ruger, when sidewalks exist all the way to
Garfield on the west side and all the way to \/Vright RDa.d on the east side, suggests that
the O"M1ers of the property on the north side of Ruger have argued against the assessment
and been given a bye. If my perception is true, this is wrDng. I don't dDubt that side-walk
assessments in some neighborhoods are a hardship to some property O"\vners. I doubt that
is the case here.
I am very pleased to see the City stand up to their responsibility to look out for the
common good by putting fonvard this plan. I hope the Council follows your lead.

go on record as supporting side"'ivalks tbroughtout the city of Janesville. IfyOUT
property is within the city limits you should have a sidewaJk. I do have concerns for
two areas included in the current proposal, the 1900 block of Willard and the 2000
block of S Crosby. Both of these properties have trees near or vvithin the sidewaJk area.
Every consideration should be made to save these trees. I know that exceptions can be
made on the specifications and trust that the Engineering Dept will do all it can. I
would also like to see the Council take a much stronger approach to the sidewaJk
policy and put an end to pitting neighbor against neighbor, haves against have nots and
one area of the city against the other. Every year so much time and energy is put into
the sidewaJk situation. City properties should have sidewalks. Thank you for serving
on the Council.( OUT property is included in the latest proposal)
