STATEMENT OF POLICY In order to inform those who own property within a proposed annexation area, the City Manager is directed to have such owners informed by mail of the date, time and place of the public hearing on the annexation ordinance before the Common Council. Such notification shall be made by regular mail and shall be addressed by name to: A. Any persons listed on the property tax assessment rolls; and B. Any property owners listed on the annexation petition. Such notice should be provided so that notice will normally be received by the property owner not less than 10 days prior to the date of the scheduled public hearing.
