PURPOSE
To clarify, record, and establish City policy on Parks and Recreation program fees.
STATEMENT OF POLICY
A. The City offers a variety of programs, activities, and facilities intended to meet the
recreational, cultural, and leisure needs of the community. These programs are intended to
serve all segments of the City’s population.
B. In order to relieve the burden on the general fund property taxpayer; to recognize that
participation in Parks and Recreation activities is optional and elected by the participants;
and to recognize that many residents do not participate in the programs; fees shall be
charged for the programs.
C. The establishment of fees is not intended to exclude individuals from participation.
ESTABLISHMENT OF FEES
A. Fees shall be established by the Parks and Recreation Directors with the advice and
recommendation of the Parks and Recreation Advisory Committee and approved by the City
Manager.
B. Each year, the City Manager shall review the fee schedule and incorporate any estimated
changes in fee revenue in the proposed budget for City Council approval.
C. The fees shall become effective with the start of each program in the next calendar year
except certain Ice Arena fees, which do not go in to effect until September 1 of each
calendar year.
D. The Administration shall establish non-resident fees for pavilion rentals and other programs
and services where administratively practical.
CALCULATION OF FEES
A. GENERAL
1. The cost of the construction of facilities; depreciation; and capital improvements shall
not be included in the calculation of fees.
2. Ordinary operating, maintenance, supplies and materials, and administration costs
shall be included in the calculation of fees.

FEES
The following are the recovery ratio goals to be utilized in developing specific program fees.
1. Tallman House.
(a) Not covered by policy. Fees are set by the Rock County Historical Society
(see Appendix B of the lease).
2. Golf Courses.
(a) The Golf Courses are leased facilities. Fees are set by contract.
3. Parks and Equipment Use.
(a) An administrative fee shall be charged where practical (i.e. shelter rentals,
etc.).
4. Senior Center.
(a) Goal - 35% of cost.
5. Ice Arena.
(a) Goal - 90% of cost.
6. Aquatics Facilities (Lions Beach, Rockport Pool, Indoor Pools, Palmer Wading Pool
and Riverside Splash Pad)
(a) Goal - 30% of cost.
7. Recreation Programs.
(a) Adult - Goal - 65% of cost.
(b) Youth - Goal - 65% of cost.
8. Outdoor Drop-In Group Programs such as Concerts and Park Naturalist Sessions.
(a) “Pass the hat.”

The overall Recreation Division operating budget cost recovery ratio should be 50% or better and
determined by annual budget.
SPECIAL CONDITIONS
A. If a fee becomes so high that attendance begins to drop, then a special fee may be
established.
B. The Recreation Director may make exceptions to deal with individual financial hardships or
to promote increase in participation. Scholarship programs may be established. Special
reduced fees can be introduced where appropriate.
C. For the purpose of eligibility for resident fees, a resident is defined as a physical resident or
property owner within the city limits.
