CP032 (Greenbelt Policy) RevisionCITY OF JANESVILLE Policy No. 32 Page 1 of 2 CITY COUNCIL POLICY STATEMENT Date Issued 9/15/75 General Subject: Administration Revised 1/14/2019 Specific Subject: Greenbelt Policy Effective Date 1/14/2019 Cancellation Date Supersedes No. Responsible Dept/Div: Parks Division PURPOSE To record and clarify the Council’s policy concerning use of greenbelts by the public and adjoining landowners and city activities on the greenbelts. SCOPE This policy shall be applicable in all areas defined in 17.08.120of the Code of General Ordinances. GOALS AND OBJECTIVES It is the objective of the City of Janesville to operate, maintain, and develop the greenbelts and open spaces consistent with the Parks and Open Space Master Plan in a natural state free of noxious weeds therein protecting and preserving the natural drainage ways. The City will provide guidelines for the preservation and introduction of natural and native plant species, endeavor to establish and maintain good public relations with abutting property owners and to protect the vested interests of all the people in Janesville. STATEMENT The following practices and procedures shall be followed by the City of Janesville: 1. The greenbelt and open space areas within the city of Janesville shall be maintained in their natural state except as herein provided and shown on the Master Plan. 2. Areas which have been designated to allow mowing have so been designated to be consistent with present practices and desires of abutting owners. However, should the abutting owners discontinue mowing, the City shall not undertake this obligation and these areas shall be allowed to revert to a natural state. 3. There is hereby established a twenty (20) foot buffer zone, an area which is not designated for mowing, which buffer zone may be mowed and maintained by abutting property owners who desire to do so, said abutting owners wishing to mow in the buffer zone shall do so without disturbing any woody plants either now existing or to be planted at a later date. 4. It shall be unlawful to construct or maintain any structure or equipment or actively cultivate or dispose of excess or waste materials or products on any areas of the greenbelt and open space lands. 5. Future additions to the greenbelt and open space system shall also be maintained in their natural state provided, however, that a twenty (20) foot buffer zone may be maintained by the abutting owners and future designated areas may be mowed as previously outlined. 7. The City shall attempt to control noxious weeds in all greenbelt and open space areas, in accordance with 8.56.010 of the Code of General Ordinances.
